garuda - Link to the Common Language Runtime (CLR)

Description

Garuda (Eagle Package for Tcl) is part of the Eagle project. It is a stubs-enabled native package for Tcl that allows the CLR and Eagle to be loaded and used by Tcl 8.4 or higher on Windows.
