rbc - Refactored BLT Components

Description

The RBC toolkit contains portions of the BLT toolkit, refactored and updated to work tith Tcl/Tk 8.4, 8.5, and beyond. Currently includes data vectors and graph widgets for developing line and bar graph applications in Tcl/Tk.
